【摘要】:ThispracticeaddressesundergroundcoalminingextentgeospatialdatarelativetotheSurfaceMiningControlandReclamationActof1977(SMCRA)and30CFRPart700etseq.ThispracticeissignificanttothecoalminingcommunitybecauseitprovidesforuniformityofgeospatialdatapertainingtoundergroundcoalmineextentsformineslocatedthroughouttheUnitedStates.ThesestandardswillhelpensureuniformityofdatacontributedbyeachRAandassistorganizationsinfutureeffortstocreateandutilizegeospatialdatarelativetoundergroundcoalminingextentsintheUnitedStates.ThefirststandarddevelopedisPracticeD7384,PracticeforMinimumGeospatialDataforaCoalSurfaceMiningPermitBoundary.UndergroundminegeospatialdatashallbeobtainedfromStateandFederalregulatoryauthoritiesforundergroundminingextents.Thecoalminingcommunityencompassesallentitiesdirectlyandindirectlyaffectedbycoalminingactivities,includingindustry,environmentalgroupsandthegovernmentatalllevelswithintheUnitedStates.UseofthisstandardwillhelpcreateconsistentmapsandincreaseawarenessofundergroundminingextentsthroughouttheUnitedStates.Thisstandardcreateswellorganizedandeasilyaccessibleundergroundcoalminingextentsdata,anditwillleadtobettercommunicationbetweentheRAsandfederaloffices,thepublic,industryandenvironmentalgroups.Asusedinthispractice,thegeospatialdatarepresentsanareawherecoalremovaloccurredwithinadefinedUCMO.Anundergroundmineextentisdefinedasapolygonorpolygons.AlackofdatafromanyRAwillcreateagapinthenationalundergroundminingextentsgeospatialdataset.ThisnationalcoalminingdatasetconsistsofundergroundcoalminingextentsdatafromeachRA,whichwillshowthelocationsofundergroundcoalminesthroughouttheUnitedStates.Currently,eachcoalproducingstateorganizestheirdatainadifferentmethod,andtheirownnamingconventionsandterminology.Byestablishingnationalgeospatialdatastandards,guidanceisprovidedtoRAcoalminingprogramsthatdonothaveanygeospatialdatastandardsoftheirown.ThispracticecreatesaneasierandmoreefficientwaytoutilizeandshareundergroundminingextentgeospatialdatabetweenRAsandthecoalminingcommunity.IfthereisalackofuniformpracticesamongRAs,certainattributesoftheundergroundcoalminingextentsdatamaynotbepresentinsomeRAs''sgeospatialdata.Ifthisisthecase,thefinisheddatasetforundergroundcoalminingextentswillappeartobeincompleteforcertainstates,butinreality,someundergroundcoalminingextentsgeospatialdatawillnotbecollectedforthosestates,sinceitmaynotbeapplicabletothem.ThisstandardconformstothedefinitionofaDataContentStandardaspromulgatedbytheU.S.FederalGeographicDataCommittee(FGDC).TerminologyanddefinitionsforidentifyinggeographicalfeaturesanddescribingthedatamodelhavebeenadoptedfromtheFGDCSpatialDataTransferStandardandtheFGDCFrameworkDataContentStandard(FGDCProject1574x2013;D)InformationTechnologyPart5Governmentalunitandothergeographicareaboundaries.Althoughthisstandardiswrittenspecificallyfortheundergroundcoalminingindustry,itsgeneralpurposeandcontentmaybeapplicabletootherundergroundminingextents.1.1Thispracticecoverstheminimumelementsfortheaccuratelocationanddescriptionofdatafordefiningundergroundcoalminingextents.1.1.1ThispracticeaddressescoalmininggeospatialdatarelativetotheSurfaceMiningControlandReclamationActof1977(SMCRA).Thisgeospatialdatashallbeobtainedfromeachstate,tribal,orfeder......
